Chan Kemper


Chan Kemper, Esq. is a Senior Legislative Attorney for the Legislative Analysis and Public Policy Association (LAPPA).  Based in Washington D.C., and led by and comprised of experienced attorneys, LAPPA is a 501(c)(3) nonprofit organization, funded through the Office of National Drug Control Policy, whose mission is to conduct legal and legislative research and analysis and draft legislation on effective law and policy in the areas of public safety and health, substance use disorders, and the criminal justice system. As a legislative attorney, Ms. Kemper produces up-to-the-minute comparative analyses, publications, educational brochures, and other tools ranging from podcasts to model laws and policies that can be used by national, state, and local criminal justice and substance use disorder practitioners who want the latest comprehensive information on law and policy. Prior to her work with LAPPA, Ms. Kemper was a legislative analyst for the Kentucky General Assembly, where she worked with legislators, stakeholders, and staff to draft legislation to address a wide variety of issues, including substance use disorders and the opioid crisis. Ms. Kemper has also clerked for the presiding judge of the Superior Court of the Virgin Islands. Ms. Kemper received her Juris Doctorate from the University of Cincinnati College of Law and her B.A. from Fisk University. She is a member of the Kentucky Bar Association.
