Angel Carroll is an advocate and data equity strategist working at the intersection of justice, mental health, and community-driven systems change. As the Director of Advocacy at Measure, she leads initiatives that challenge traditional data practices by centering the lived experiences of Black, Brown, and Indigenous communities. Through coalition-building, policy strategy, and public education, Angel advances equity-focused frameworks that make data more accountable to the people it impacts.

Angel is also the founder of Angel Carroll Consulting Group, where she advises government agencies and nonprofits on strengthening infrastructure, operationalizing equity, and building transparent systems of care—particularly for justice-involved and historically underserved populations. Her consulting integrates data storytelling, capacity-building, and strategic planning to drive measurable change.

While studying at Texas Tech University, Angel co-developed a trauma-informed, data-driven alternative-to-incarceration program in partnership with rural and urban county governments, the Texas Indigent Defense Commission, and with funding from the U.S. Department of Justice. The program is now being studied by the Texas A&M University Public Policy Research Institute.

Her policy advocacy has shaped high-level systems across Texas, from testifying before the state’s highest courts on youth mental health needs to serving on the Texas Judicial Commission on Mental Health. Appointed by the Governor as one of the youngest members of the Texas Juvenile Justice Advisory Board, Angel has spent the past seven years working alongside judges, attorneys, and health professionals to promote cross-system collaboration and statewide juvenile justice reform.

Whether in boardrooms or community forums, Angel is known for bridging research with reality—and for helping institutions move from intention to impact. Her work has directly informed legislation, shaped policy agendas, and been featured in statewide policy forums, national advocacy spaces, and peer-reviewed studies—affirming her role as a trusted thought partner in the movement for equity-centered systems transformation.
